Across the 39 active programs that specify a monthly income threshold (in USD or EUR), the median requirement is approximately $2,849/month.

The lowest-barrier program is Cape Verde — no monthly income requirement, only a €1,500 average bank balance. Among the highest income thresholds in Europe is Romania at roughly €5,100/month.

Tax treatment

Approximately 60% of active programs advertise 0% tax on foreign income or use a territorial / exemption regime — meaning income earned from clients or employers outside the host country is not taxed locally.
